Norway roughly 4.7 million people
Sweden roughly 9.1 million people
Denmark roughly 5.5 million people
so roughly 19.3 million people in the Scandinavian region I wouldn't say that is limited

the three countries average 0.244% population growth rate which means they maintain their current population. So just because they don't bang like bunnies does not mean they have a declining birthrate.
