Hi people i dont know if this is in the wrong section,but here goes

Say you are sitting at a access point with your laptop,
You email a message to a device
This device then gets the message and send out a voltage range(9v-12v)through a wire
I know something like that exist,but where can i get that
I am busy with a project for a car show,and i need to know how to build this device.or get somthing similer to that
