I have an ethernet connection to my PC and would like to turn my PC into a hotspot with Windows 10. Will that be possible with this PCIE adapter?

The Long Story
Reason I want it: Got an Oculus Quest 2 which I'd like to use with Virtual Desktop for wireless casting. Wifi6 with a 5Ghz connnection is a requirement.
Why I can't upgrade my router: The router lives with my landlord and the Wifi connection is shared among my neighbours.
The average speed of my Ethernet connection is 100mbs while the Wifi is 10mbs on a good day or 0.3mbs on a bad day. This is so pants for the Oculus (which can only connect to Wifi) to the degree that it makes it practically worthless.
Even if I was kind enough to give my landlord an upgrade I would need the router to be in direct line of sight with my Oculus, plus a Wifi 6 router will cost me close to 3k.
