Speed limits are the one thing that are enforced. They're a source of revenue for the municipality.Rules and regulations are meaningless if not enforced, regardless of the intentions. Just like dropping the speed limit won't stop speeding when current speed limits aren't enforced.

In the larger picture, this is much more harmful than damages that can be caused by having your phone number stolen through a sim swap.It will enable biometric fraud.
