looking to buy a mates pc and was wondering if these specs can run BF3? if so on what settings?

Yes it will run fine - you'll probably get 60fps on med to low settings and 35 - 45 on high to ultra - I could be a little off as I tested this on a similar rig 6 odd months ago using old drivers.
