Councillor Stucke was appointed in November 2009
He a founding member and chairman of the African Association of Internet Service Providers Association. Councillor Stucke comes from a mining background, in project management.

William played various roles, from commissioning a Gold Plant (Project Engineer) to automating two underground Diamond Mines (Project Leader). He was part of De Beers' biggest research project to date, that developed a completely automated diamond sorting house ("FISH"), using a number of in-house developed new technologies.

Designed, built, commissioned and operated the first fibre optic Ethernet network in an underground mine in RSA. William has consulted to Eskom, Deloitte & Touche, DataPro, World Bank, IORC, OFiO and others.

Education B. Sc. (Hons) Engineering from Thames, London. He completed 1983 Government Certificate of Competency as an Electrical Engineer (Mines) 1985 MOP (UNISA) completed 1988

He has presented papers on a range of Internet, VoIP, and telecommunications liberalisation subjects, at conferences in RSA, Ethiopia, Ghana, Kenya, Malawi, Mozambique, Nigeria, Uganda, and elsewhere.
