Win 7 Phone free data options like BIS

Does anybody know if there will be any free data options with win7 phone, such as with BIS, possibly syncing for free with Microsoft skydrive? Or any of the Microsoft Azure services?

Free data options? As in bond with a contract? Or free free? Nothing's for free here in S.A. I think some months back MTN thought about introducing flat-rate data fees for Android and iOS. Guess that idea disappeared.
