So sketch a scenario for me where " copy and paste" does not work please.

I cannot find one. It may be because I am just looking in the wrong place.

Can't say I have this issue but then I use Ditto for text copy/paste management so not sure if that make any difference.

From the tweets, it seems to affect UWP apps. I've noticed it sometimes in Edge but only using ctrl+c, right clicking was fine.

Can't say I've noticed a problem but I'm a die-hard right click user.

Confirm, ctrl+c works, so does right click, and those two have always worked for me under win10 and Edge which is my only browser that I use now.

Any more scenarios where it does not work? Such as one particular UWP app maybe?

I get it a lot using the keyboard shortcuts (ctrl-c and then ctrl-v). Thought I was going crazy and not pressing the keys right but then I saw that Tom Warren tweet last year and laughed (figured with all the ZDP's the original Windows 10 had they'd fix it). Turned out it was still broken for me and then Thurrott also mentioned it's broken on the 1607 Anniversary update.

Just tried it and it works. the quote below was created using the keyboard short cuts. Win 10 Pro 1607.

Just tried the same, between two excel sessions, using the keyboard shortcuts and they work.

The mystery deepens. will keep looking for cases where it does not work.

I have found a reference to an issue with the cut n paste clipboard not always clearing or allowing whatever is in the clipboard to be over written with the new info.

Maybe that is the issue?
