Windows 10 Internet Sharing Problems

I would like to ask some assistance with windows 10 and internet sharing. I have 2 pc's 1, running Win 10 and the other Win 7. I'm using a standard 3g usb modem. The 2 pc's are connected via a LAN. Now for some reason I cannot get the internet sharing to work correctly. Before I started using Win 10 on the 1 pc, there was never any issues.

Now the PC with Win 10, is where I plug the modem, the Modem is set to sharing in the properties and it shares over Ethernet. My LAN IP is 192.168.137.1, as required, the Win 7 PC's IP is dynamic. These settings is exactly as it was on Win 7. the problem is that half of the time the sharing does not work. To get the sharing to work, it requires multiple reboots, switching the Internet Sharing off in Services and restarting it etc. This is driving me nuts, I love windows 10, but this will let me go back to windows 7.

I have tried 2 different modems, with the 1 modem I cannot even get the sharing to work at all. The one that works, when I go and check at the network adapters the type is a LAN or Hi Speed Internet, the modem that make a dail-up connection, I cannot even get the sharing to work.

Any suggestions would be appriciated
