Windows 10: Windows defender slows down pc

Seen this on my box and another box today. I'm however not using had have totally disabled it and its services which after a sudden increase in speed and usage. Now I've mostly seen the stated fix as exclude the file and process for MsMpEng.exe and that should fix the issue.

Anything else?

ps. this not for me, just those insisting on using it...
