I am a "novice server administrator wanna be" and would like to find out if it is possible to setup email server on windows server 2003 without a connection to the internet, thus, enable users to send emails only within the LAN?
 
Yes you can with Standard Edition and above.

Go the Add/Remove Windows Components in Add/Remove Programs in the Control Panel and add the Email server roles.

You'll need an the SMTP service (under Internet Information Services) category and the POP3 service under the Email Server role as discribed above.

Alternatively you could download MailEnable or hMailServer (both are freeware) and install that instead of using the built in Windows SMTP and POP3 server.

Are you sure you are not talking about Server 2008. With Server 2003 you need to install Exchange 2000/2003/2007 and configure. That can all do just LAN based email. Have fun with 2007. I would reccommend starting with 2003. Bit easier at first. Or a 3rd party product like NetSpike suggests.
 
Thanks you people. Furthermore, if I am running Windows XP on client / users pc's can I be able to assign limited users to have read only access on c: drive?

Yes, can be done, those kinds of rights are usually done on the client computer one by one.
