Windows 8.1 Black screen with cursor

Hallo,

So I installed windows 8.1 on my HDD and when I logged in, it signed me out again. When I logged back in again I just saw a black screen with a cursor. I tried googling this problem. I tried to remove the WAT folder and the Windows.ui.immersive.dll file in several places. I still get this problem

Does anyone know how I can fix this problem?

EDIT: I upgraded from windows 8 to 8.1

Reformat, re-install.
