Windows-based SSH Tunneling software to establish VPN connection

Anyone with some good ideas / software that know how to setup a VPN session via SSH tunneling?

I need to configure Secure Microsoft SQL Transactional Synchronization and all traffic needs to be implemented. I know that L2TP is an option, but would like to existing ports (SSH port 22)
 
After some searches, the only option seems to be OpenVPN.
Although it works on UDP port 1194, one can change it so TCP port 22

All other IPSEC implementations requires more than one port
