Since I installed both Window XP and Ubuntu 9.10 side-by-side I have noticed each time I switch to one OS after I have correct time in another, the time is either 2 hours early or 2 hours late on respective operating system.

yeah your Linux is prob thinking you're on Universal time, and you didnt tick "hardware clock set to local time" so it boots, sees your time and adjusts it by 2 hours.

Best option is double-click the clock on Linux, go to the NTP option and tell it to sync with ntp.is.co.za and the time will be fine.

Edit /etc/default/rcS

Change the line with UTC to read UTC=no

NOTE: That is what you would do in Debian. I assume Ubuntu has the same file in the same format as Debian.
