It is clear that Roxio was present on the machine at some stage and whom ever removed it did a butchered job. So now we have some component trying to call something that is not there and this is causing you a significant loss in time as you stare at the beautiful windows wallpaper but with no explorer.exe loaded you cannot do much else.
Anyways, all we need to do is to stop windows from trying to load that junk. My first tool of choice for this is Crap Cleaner - you get it from www.ccleaner.com. When you install it be careful not to install the Yahoo Toolbar that it has marked by default as an option.
In your case I would recommend that you do a clean up so run the cleaner. You can also do the registry fixer - it has never let me down.
What you are interested in though is under Tools and then Startup - see if you can spot this Roxio nonsense there and then delete it from the list of Startup processes.

disabled all the roxio crap. it is faster now and no errors on event viewer. Think im gonna live with this now.
The ccleaner is gonna conflict with kasparsky and spybot so not gonna use that now. Thanks for the help. Would have taken me ages to get it right.

Glad you could fix it... the network problem left no messages in the logs. I even tried bootvis to do a detailed log of the boot process, and it just showed a successful boot a minute before the network would launch. I just lived with it till I got Win 7.

Roxio is the worst CD burning software in the universe - so it does not surprise me. Use Nero or CDburnerXP instead. Just uninstall Roxio and your boot problems will be a thing of past.
Some say using a magnifying class and sunlight is a more advanced way of burning CDs than Roxio
Moral of the story, Event Viewer FTW! I have had XP installations that run stable for more than 5 years by simply keeping an eye on the Event Viewer and stopping problems before they turn nasty.
Agreed! For some reason Dell decided to package it with their PC's for a long time. Can honestly say it has caused such weird issues for me in the past from missing CD-Rom in explorer that required constant patching to fix to affecting other software that have nothing to do with it. Hate that darn program. Roxio ftl
