RASPPPoE was a driver that allowed you to dialing multiple PPPoE connections from Windows - primarily used with Windows XP pre-SP2 and RouteSentry.
All D-Link and TP-Link ADSL modems supports bridge + half-bridge (aka PPPoE Relaying / PPPoE pass-through) + router modes as far as I know.
Most Netgear ADSL modems does not even have bridge mode. There are some Netgear ADSL modems that you can temporarily activate bridge/half-bridge mode by accessing a URL with custom parameters - developed by one of our members here on myBB.
All the ancient Telkom ADSL modems are supposed to support bridge mode.
Unfortunately I don't know much about the other brand ADSL modems, but I'd guess that most of them won't have half-bridge mode support.
If you want to split traffic across multiple PPPoE accounts, I would suggest that you get a MikroTik router, or use my Traffic Splitter application in Windows. Of course you'll need a modem that supports half-bridge mode or at the very least bridge mode.
If you're looking to buy an ADSL modem, I would HIGHLY recommend either the D-Link DSL-2500U (ADSL modem only unit with 1x LAN port) or the D-Link DSL-2750U (ADSL modem + 4x 100Mbps LAN + USB 2.0 for 3G/Storage/Printer + 300Mbps Wireless N with 2 external antennas). The TP-Link & ADSL modem's have some of the best modem chipsets on the market, so your signal strength would be superior to most other ADSL modems.
