Wireless communication platform in under services areas

Any ideas on a solution that will provide a communication platform in under serviced area - target market are schools, i.e the office? Alternatively are there companies providing this type of a service.

The solution should meet the following criteria

1. should be wireless - GSM?

2. make and receive calls

3. send and receive fax

4. they should be able to buy airtime

5. least cost routing - (with inter connect fees having come down perhaps this is not a critical requirement

There is no wireless platform that I know of that supports FAX.
