Stumbled across this site in my research on these wireless community things:

What's interesting about this community is that they run a 34MB's Wireless backbone (RED) and a smaller 10MB's Wireless backbone. That means that their network could become conjested quite easily if every user starts going moggy on the network.

So - what they've done is to use a piece of software that downloads nominated stuff to the schools using a schedule and throttled bandwidth. That stuff is then available directly from the school's server, and does not cause conjestion. Typically, with this project, the nominated stuff is research material or movies or school type stuff. The software used to control this is called Espresso.
