wireless upload speeds in comparison

Hi, I would like to get an idea of the minimum upload speeds that run in the local service provider splits.

I have recently noticed very low upload speeds, like even down to 0.01 Mbs, with our up to 384 kbs wireless provider package. We are in Betty's Bay/Overstrand where there are only two small providers willing to service all the ones that came after Telkom stopped extending lines (due to what they like to phrase as "capacities taken"). It's a notoriously weather torn area with few residents.

My speedtest log all through June never shows an upload above 0.06Mbs and a down above 0.15Mbs, the service guy pointing to Telkom main line dependency. He's got shaped preference to e-mail and Voip, but the latter's a bit of a joke. Speedtest shows he's now linked with Internet Solutions.

I would like to know what the min. upload speeds are that one can demand in the different "up to" brackets, as I have to change something. Is there a tool to find out? I also quest for 3G wireless experiences between Hangklip and Kleinmond. With all the talk about new main lines and improvement, how will that actually make a difference for the ones on the none-lucrative remote ends?
