Wisp coverage in Vanguard Estate

Hi,

Vanguard Estate in cape town is a relative internet connectivity desert. No fibre upcoming, getting 4mbps from a 20mbps line is sub par with the line disconnecting 8 times a day while you working from home via VPN.

So my question is; is there any reliable WISP that covers my area whose mast is not located at Liberty Grande.
