South Africa's wireless open access network delayed

The Independent Communications Authority of South Africa announced in a media statement on Friday that the licensing of South Africa's wireless open-access network (WOAN) has been delayed.

The WOAN is a controversial proposal that aims to create a national cellular network that offers services on a wholesale basis.
 
More recently, it has been reported that Mexico’s WOAN experiment has failed dismally, with the WOAN’s operator filing for bankruptcy in July.
Well that is the fault of the Mexican Government. If they had just spent billions of dollars of tax payer money every year bailing the WOAN operator out, it wouldn't have had to file for bankruptcy.

So don't worry, the ANC won't let that happen. They know how to keep a ruined SOE running long after it should have been shut down.
 
The Japanese have genchi genbutsu. South Africa has kick the can down the road. You start in Sandton and end up in Boksburg with scuffed shoes and that is when you blame Jan van Riebeeck.
