I need some Workdpress advise.

What is the easiest way to upload a wordpress site that was developed offline to online host? (cpanel)

You will need to transfer the db. There are plugins that are able to do this rather easily. Here are two links that should be helpful.

Database - use cPanel software(phpadmin).
