No I lived on secondhand hardware for quite some time, bar the occasional issue, mostly related to Graphics cards, it's fine if the person looked after their hardware in general, you should have no issue.

No not at all! Ive usually just bought second hand hardware and have never had a problem.

Inspect the motherboard at least. I've seen some boards that looks like the owner used it as a plate to eat dinner of.
If it's nice and clean and no obviously bulging or leaky capasitors then it should be ok.
