If its your first character then yes, it is difficult at that low level and a guild will help. There are lots of guilds who will take low levels as long you display some maturity.
However, its best to grp with some real life friends. I would get some work or school friends to play the game and level with them. 1 or 2 is all you need. WoW is a social game. Play with friends. When you get to lvl 20 or so, its then a lot easier to make new friends and join a guild.
To be honest, you can level to lvl 20 on your own over a weekend if you know the quests. If you dont its a bit of a grind. Use the web. There is loads of info about the quests in the starting zones. You will also level a lot quicker on your own at that level, because the money rewards and xp is too low to be shared.
Very few guilds will "boost" low levels. In fact they are watching you to see if can "cut it". They will give advice, but I doubt they will grp with you.
Dont limit yourself to South African guilds only. Its quite a lot of fun getting to know people from other countries. Sure you will find a fair share of morons, but then you will also find them right here in SA as well.
Also make sure that you start on a new server. having 90% of the server 30 levels above you is not pleasant.
There is a SA guild on Boulderfist. Its called "Met Eish Ja" They are a new guild. Maybe you can get to know them, and they will take you in.
