WTF is up with international traffic? its DEAD slow

and Webafrica both speed test results are pathetic, like 0.05 KB on a 4mbit line

without downloading from news server, 10 minutes later. 8.87mbit/sec tells me WebAfrica's international is just fine.

All seems fine with a 4Mb/s line through WebAfrica:

I wonder if speedtest is a bit wonky tonight it gives me 10KB/s(tested with my afrihost uncapped and normal telkomsa account) but when I start my downloads is mipony shows it goes between 35-40KB/s on a 384 line.
