u need a usb dongle to get the wireless countrollers working on pc

and u also get, but rarely available: the dongle seperately for about R150 (its not on take2s site anymore, some places may still have very old stock but it seems to be discontinued for some reason

It's almost impossible to buy the PC receiver dongle on its own (at least new). If you shop around you can get a controller+dongle bundle for under R500, which is nice since you can use the extra controller for 2 player games on either the Xbox or the PC assuming you only had 1 controller for your Xbox to begin with. The cheapest I found was at kalahari.net for R430
 
So do you have to pay to use xbox live just to get achievements and gamer points?

And can you connect a wireless controller to the pc?

1st question: no. You will still get game achivements and points by playing games offline. Some games are also playable on XBL (Xbox Live)
2nd question: Yes. But you have to get the wireless dongle as other posters have said. You wont find just the dongle, you'll have to buy a control that comes with it. I might have one (dongle) lying around somewhere... Never use it.
