Do you have to put in two CPUs or can you use one to start off with and upgrade later?
 
You can use one and leave one socket open, no problem. My old high school has a dual processor socket Xeon but only one is filled for now.
 
Normally you need a blanking plate for the 2nd slot or there is a jumper or bridge on the board to set it to single processor.
 
single is fine, blanking plate more common with memory slots, just leave the slot open, dust every so often you should be fine.
 
You can use only 1 CPU, but don't fall into the trap of thinking you can upgrade in a year or 2/3/4 time. Finding the second CPU later can be challenging. If you feel you may need 2 CPU's for the system to last it's 3/5/7 years, than rather get it now.
