Yellow NCO form requirements

I have just sold a car, both myself and the buyer filed in the yellow form.

Unfortunately the buyer filed in his section with red ink so the kind lady at the traffic department won't accept it. She said I must scan the document, email it to the buyer, have him print it, fill it in, scan it and send it back to me.

I've tried contacting the buyer but he isn't replying.

What are my options now? Can I just photocopy the completed form in black and white (no more red ink)? Do I need to go to a police station to make out an affidavit?

So why don't you just print the form out in black and white and tell her that's what you did?

And who fills out official documents in red?
 
If they get funny about it being in Black and White, then just get a new blank yellow one and fill out your section of the document in your hand writing, and get someone else to complete the buyers section in different handwriting using the info the buyer completed on the original form in red.
 
Just scan it and print it in black and white.
