I would guess Visual Studio...
Notepad? 
I honestly can't tell you. I use VS, I have XMLPad 2007 installed for just such a purpose, but I end up using whatever is at hand - be it Notepad++ or any other text editor that happens to open it up.

Yeah me too, when in the office. Just got a MSI Wind, so I'm busy looking @ lightweight tool
