This site says it can power the Pi. Its a bit overkill but then I can at least charge my phone in emergencies if there is extended power outages.

You sure it'll output 5V, 3A without using Quickcharge? Couldn't tell just by reading the main page. Anyway, I'm sure you'll report back once you get it.
Power bank got delivered now and it is HUGE. I was not expecting it to be so big and heavy (lol), according to the manual it weighs 671g.
Its charging now while at work, Ill test it out on the Pi after work and update

If the power bank is disconnected from the power the Pi boosts up using the power bank only. As soon as I connect power to the wall charger the Pi shuts down and goes into a boot loop. The light flash a few times then goes off and repeat.
Not sure why it isn't working but I guess I'll just return the powerbank and try another method of powering it using my alarm battery

It's the power bank that you're using that has an issue. It's trial and error to find a powerbank that will work properly.
I use an Orico K20000P for my router, it reboots when the mains power is switched off or on....but other wise works 100% (15V1A using converter)
I have a romoss that works perfectly, just need to rescue it from my wife.
I have another romoss that doesn't provide enough power when it's charging, so ampage is low.
This sounds right.The Romoss that I got has passthrough charging. It can charge at the same time while charging other devices. I tested it with my phone and it does work but my phone doesnt fast charge
I think since the input port is 5V2A, I may be wrong but I think this powerbank will only pass through the 2A from the input only and since the Pi is rated 5V3A so there is not enough juice for it to boot

Think this will work has 5V3A input and output as well as passthrough charging.
Alternatively, I can just get this and connect it to my alarm battery. Ill upgrade my alarm battery to a LiFePo when this one dies and I think that will keep my Pi and alarm going for a good few hours
That sounds like the easiest option.
Well, maybe second-easiest - to my prior point - if it's worth this much effort, may as well use a full-blown UPS, unless you have space issues.
