Youtube 4k streaming broken in evenings

Apparently Afrihost has reported Youtube (premium) streaming performance issues to Google...

Watching 4k Youtube Premium is pretty much broken at this point on 1gbps fibre in the evenings (buffering all the time). Forget trying 60fps 4k.

Does anyone know why Google takes so long to resolve an issue like this? Its happened once before in the past as well.

It's also seemingly random, I'm with Afrihost being served by the JHB cache and I don't have a single issue, I just checked a random 4K60 video and it started immediately and stats for nerds showed 98Mbps for my 100Mbps line.
