Is Youtube still local or did the ISPs screw us over the same way they did with Facebook? I haven't been able to access Youtube on my local account at all.
 
Youtube seems to be international for me (209.85.229.190) on mweb uncapped. No wonder I'm getting such crappy speeds when buffering, no faster than 100KB/s...
 
Alright there are a few things you need to understand, just because the website points to an international ip address, doesn't mean the videos come from international.

So to test whether videos are from international or local, do a trace-route to v8.lscache2.c.youtube.com for example.

Here is an example of what I get (whilst the website is loading from international on my side):
