Zero throughput on multiple sim cards

So as per title, we have had zero throughput for the past week and a bit. This is on Telkom LTE, RAIN, and Vodacom.

My MTN cellphone contract is the only once that is able to send and receive packets albeit @ 3mbps as opposed to what it used to do: 30-60mbps.

Is there anyway to see if a tower is not working in our area? I can't test traceroutes or the like, as there is 100% packet loss over all hops save from my router.

I have tried different sims in different devices, and different devices for all sims.

None of the providers are answering any of my mails/tweets/facebook messages .

Test in the early hours of the morning, if its much better then the tower is congested.

I assume the signal is good?

Signal is 3-4 bars. Tested at all times from 4:30am - 3:00am on multiple days.

We stay in a "rural" area on 10-acre plots...not many people here.
