President Jacob Zuma has signed into law the Local Government Municipal Property Rates Amendment Act, the Presidency said on Sunday.

Spokesman Mac Maharaj said the act regulated the categories of property in respect of which rates may be levied, the time frames of publication of the resolutions levying rates, and what must be contained in the promulgated resolution.

It also provided for the exclusion from the rates of certain categories of public service infrastructure.

It further gave powers to a municipality to levy different rates on vacant land.

The act would also give power to the MEC of local government to extend the period of validity of a valuation roll by an additional two years.

PRESIDENT ZUMA ASSENTS TO LOCAL GOVERNMENT LEGISLATION AMENDMENT

President Jacob Zuma has, in terms of section 84(2)(a) of the Constitution of the Republic of South Africa, 1996, signed into law the Local Government: Municipal Property Rates Amendment Act.

The Act, amongst others, seeks to:

- to regulate the categories of property in respect of which rates may be levied.

- to regulate the time frames of publication of the resolutions levying rates and what must be contained in the promulgated resolution.

- to provide for the exclusion from the rates of certain categories of public service infrastructure.

- to give powers to a municipality to levy different rates on vacant land.

- to give power to the MEC of Local Government to extend the period of validity of a valuation roll by additional two years.

- to amend the dates on which a supplementary valuation takes effect and

- to address the problems that have been experienced in the implementation of the Local Government : Municipal Property Rates Act, 2004.

Why do they have to fiddle everyfekkinwhere except where they can contribute positively like, I dunno, EDUCATION or HEALTHCARE? There was nothing wrong with the act as it was.
 
As far as I can recall this bill was put together last year and was largely held up at the presidency presumably because it isn't evil enough rather than anything in the bill itself that is pernicious - in contrast to a lot of surrounding legislation that depends on this legislation.


Now the Municipal Property Rates Amendment Bill has been a complete hoot ....
 
This has to do with squatter camps like plastic valley in PTA. The ANC has been ordered by court ( almost 2 years ago ) to build these people houses. But the questions has been raised, will they reduce the property rates of the whole Moreleta or will they charge the new owners the same as old? People living is squatter camps usually can't afford the rates and rates and taxes the rest of the neighborhood is charged.

Or am I understanding this wrong?

With cANCer there is mostly hidden agenda's.
 
What is the point of paying rates when they provide no service??
Just another pointless tax on the already overburdened tax payers

Not really

this legislation relates to create a government department that performs valuations which is necessary for the changed expropriation legislation and to persist with the land reform project on a purported willing buyer, willing seller notion -- the truth is that we don't have a willing buyer willing seller model at all in land reform

This I agree with..

We have a willing seller, incompetent buyer model mostly from what I know of the departments responsible for it.
 
Somehow this must be benefiting Zuma (and his relatives) ... :erm:

I'm helping a friend with a review of Debtors, Billing, Deeds and Valuation Roll database for a local municipality in Gauteng. This is from a water balance perspective. The mess in the billing system is shocking. What shocks me more is the amount of corruption in the Valuation Roll, where people are looting services and paying nothing like its vacant land.
