Um, not. You see in that case I would still be punished for my crime in the first place. Zuma breached code but doesn't get fined at all. It's like saying I killed someone but because the death penalty has been brought back I don't have to be punished for my crime.
It is pretty much the same as the government readjusting what you owe in traffic fines retroactively whenever the penalties associated with speeding rise. Then they arrive at your house and demand that you hand over the extra cash that you now owe for all your past traffic violation. I don't know about you but I'm glad this can't happen. I am really glad that I don't owe more money and have my fines retroactively readjusted every single time the penalties change.
Worse. With this new traffic violation demerit idea they could retroactively strip you of your license based on all of your old traffic violations and then retroactively charge you for driving without a valid license for all those years. It would be chaos.
