Mobile operators off the hook with LLU

The Independent Communications Authority of South Africa (ICASA) announced on 30 November that wireless local loop unbundling (LLU) will not form part of their recently announced LLU plans.

ICASA said that “for the scope of this [LLU] enquiry, access to the local loop refers to the traditional fixed network, and not access to the mobile of fixed wireless network”.

However, the regulator said that they will undertake an enquiry into the unbundling of wireless access networks.

“The Authority will address access to wireless networks in an inquiry and a determination will then be made as to whether to conduct a Market Review into wireless access networks,” ICASA said.

ISPA, MWEB and Internet Solutions said that LLU should apply equally to access to mobile data services, but Vodacom, MTN and Cell C argued that a mobile local loop does not exist.
