those using licence exempt frequency should be paying attention as ICASA is proposing that you will have to register your use of that frequency by supplying
• Site GPS co-ordinates;
• RF bandwidth;
• Modulation scheme;
• Bit rates;
• Antenna site, type, diameter, gain and polarisation;
• Transmit power;
• Receiver sensitivity threshold;
• Type and geographical area of service; and
• Type approval certificates, network diagrams and equipment specifications.
Also
- They want to allow licensees with spectrum licences to transfer / sell these (not currently possible). The seller will not be able to profit.
- They want to allow licensees to sub-licence spectrum. In other words you could approach someone who has spectrum but who is not using it and enter into an agreement which lets you use it.
I think this will have a very positive effect on how much spectrum is available and should be supported.
