It's hard to know what signal is like unless you try it. Maybe get a PAYG Cell-C sim and see what it does on your cellphone first before commiting to a contract.
A useless atatement that does not help the OP. Don't think he cares about the network specification.
The problem is "I cannot seem to connect to the 4G Cell-C network.."
I think network specification IS important... You cannot connect to something that doesn't exist...
