Will LLU happen by next year November?

When LLU was first announced to be done in 4 years, it was believed that 4 years would be a very tough challenge to meet - even for more competent governments. Considering that the government can not even enforce something as simple as RICA in a year (no really, it should be enforced as 1 year and that's it, none of this bowing to pressure from cellphone companies) - my answer is that FULL LLU wont happen for the next 3 years.

Damn, probably true...add on the corrupt Telkom officials with Government ties(vice versa) they will drag this out for as long as they can...Ray is just talking BS to make himself look good in the IT industry.
 
I can't see this happening in 1 year. I think all of us are hoping for the impossible to happen. However the SP's should concentrate on fibre to home products. I can not see Telkom/Govt getting the LLU happen in the near future.

  2. I want LLU to happen
To have a chance to achieve the first is (relatively) simple - buy a Lotto ticket.
To have a chance for thee second to happen will take guts, determination, brains, political will, cooperation...

“I don’t think the state would want to pull out of Telkom. It’s a strategic asset,” Padayachie says. “We need to see how we can safeguard the position we’ve enjoyed through the golden share.”

He says Telkom is considered strategic because it “controls infrastructure throughout the country”.

“It seems to me that it would be necessary to keep control. We need Telkom. Telecoms is too important an industry for us not to have a direct and active presence in the sector.

Until the goverment takes there hand out of the Telecoms cookie jar we will be stuck with LLU not being unbundled.

Can't they just copy the countless models from other countries? I know Sweden did a good job and had exactly the same monopoly ;)

The regulatory model may be in place by November 2011 but there is plenty of physical work to be done; not only by Telkom but also by all the operators wishing to provide local loop related services. They, too, have to plan, buy and install equipment in said areas.
