Movirtu's low cost SIM-less cloud phone

Love the concept and not just for poor folk as I can see using this for a support phone number - so instead of having to carry extra phones when on standby/support you could just use this. I would love to use this for my wife who diverts her work number to a second cell on weekends as we want her staff to also take turns.
 
Doesn't this go against the RICA requirements? If the phone is used for criminal activities the owner of the sim card takes the heat, right? There is also the issue of battery drain. Too many people using the same phone can drain the battery very fast. Mind that there is limited power supply in the low income group and people pay for charging services.
 
Though it looks like you still need at least one SIM to get you onto the network?
 
Isn't this what Smile Comms was implementing in several African countries. I think they launched in Uganda with a PIN based access some time back altho this was on their own wimax network rather than gsm.

Yeah, just like the already fraudulent sims out in RSA and probably in other countries too.
