If you want to look at the various submissions that were made to ICASA in response to the LLU discussion document have a look at http://www.ellipsis.co.za/icasa-llu-discussion-document/ .

Submissions were made by:
Broadband Infraco, Cell C, Commercial Workers’ Union (CWU), Internet Solutions, ISPA, MWEB, MTN (which is missing but will be obtained), MyBroadband, Neotel, Paul Hjul, South African Communications Union (SACU), Telkom, Vodacom

Now that written submissions are in the next step will probably be for public hearings to be scheduled in the next month. Time to develop your placards...
 
So Telkom is defending the Local Loop with all its got!

Myth 1: Telkom‟s access network has been paid with taxpayers‟ money

It is a common misconception that Telkom‟s access network has been funded by
government with taxpayers money. This gives rise to the notion that since the
public at large has funded Telkom‟s network, it would be fair to allow all operators
to have access to this network. This notion however is misplaced. The value of
the net assets on Telkom‟s balance sheet when the company was corporatised in
October 1991 was –R1,5bn. This negative value reflects the liabilities Telkom
inherited from the Government, which offset the value of the assets received.
The value of the buildings, network infrastructure and equipment that Telkom
received from the State was R12,8bn but the total value of liabilities came to
R14,3bn.

Furthermore, during the period 1991 – 2010 Telkom had invested more than
R65bn in its network while it only receiving R4.4bn from Government as its
primary shareholder during this period. In the light of these facts, it is far-fetched
to claim that taxpayers paid for Telkom‟s network and competitors should
therefore have access to this network by introducing LLU.

Is some interesting stuff in there. Also note the different positions around whether LLU should apply to frequency as well as copper (which is a big part of this fight).

Very interesting to see the different angles in the various submissions... had to grin at VC and Cell C's repetitive use of "fixed line network" and MTN's conspicuous absence. :D

Quite a lengthy and somewhat technical submission from Telkom (legal arguments aside) and obviously a massive putsch by neotel!
 
Surprised none of the submissions bought up the issue of current IPC not being IPv6 capable (& most likely never will be upgraded by the vendor). So while the rest of the Internet migrates over in the next few years, we'll be stuck in Jurassic Park.

Interesting to see how Telkom justifies not providing (at least) IP Bitstream to remove the above hurdle.

Yeah, it should, even though the practical consequences will be minimal over the next few years (glut of IPv4 address space left for Africa).

But if the local industry/market's IPv6 learning curve is artificially stagnated for a few years, it will have grave consequences for our ability to compete in leading-edge technology innovations in the future. Doesn’t take a genius to understand that the dumb-asses of the world won’t be offered the (lucrative) jobs/contracts on the global stage.
 
my question :
if telkom cannot let ADSL happen if the user does not have a telephone line, why can't i have ADSL on my prepaid line? I have the line dont I? Im paying for it, aren't i?

i dont want to pay R150 rental for a telephone line a month, but i'll pay R250 per annum for the prepaid option. but its not enough for telkom.

this is proof that Telkom just wants to milk us for the money
