a systematic deception; a deceptive story that tries to hide the truth. You can generally tell when a student is trying to do a snow job. This snow job you call an explanation just won't do.

And there you have the problem. If it hadn't been a SNO job, we would have had competition and Telkom would have had to deliver. But it wasn't in the best interests of the DOC to force the SNO to deliver.

So let's just add the DOC to the head of the list.

Top 5 monopoly incumbents that keep prices high and stall market development

The ICASA website lists about 500 entities in South Africa that have IECS and IECNS licences, many since January 2009 when the new licensing regime was launched. Surely after five or six years we should start to see some viable competition, innovative offerings, etc, from licensees other than the "big" five.
