Top Internet attack traffic

I find it interesting that the country which is most adept at controlling content on the internet and policing what its people consume, seems unable to police these attacks, or may not be attempting to manage this.

On another score, I've seen cases where hackers compromise a server in a different country and then mount an attack from that remote server.
 
One of our overseas servers was DDOS'd like mofo last month. Think the datacenter had at least 4 separate incidents with one of their clients in a single week.
