yeah for the last couple of weeks we have been having huge issues with that exchange as well. even the telephone has gone dead on two occasions for hours at a time.
 
EDIT 2015/05/06: The Exchange is congested - see fault 67ARK241014

I connect to the MSAN on the corner of Strutt and Mozart which at times cannot pump though anything more than 200Kb/s (18KB/s). I have had calls open with Telkom since September 2014. Honestly I can deal with the latency but it is the dropping of packets due to this congestion that boils my blood - it utterly fscks up anything that is sensitive to errors, such as VOIP and Video streaming

What is very very peculiar is that I am running continuous ping tests from one of my TV Boxes and it seems that from about 18:00 most days, like clockwork, the latency and associated degrade in speed occurs, completely disappearing at spme specific point between 00:00 and 02:00. The same happens on weekends from 07:00. I was watching the F1 this past weekend in glorious 720p and come 07:00, high latency and crap speeds.

EDIT: I've just remote-controlled onto the TV Box just now and the latency is at average 27ms over the past 4min. The spike you see is when I connected to the device using Mobizen. Green line is to www.mtn.co.za (I'm with Axxess too) and the other is to games.saix.net:

I graphed my pings from about 21:00 last night to 09:00 this morning. A few minutes after 01:30 this morning my pings suddenly dropped from an average of 116ms to 13ms and it is still at that level. Does Telkom mean to tell me that all the downloaders/streamers all went to sleep at 01:30?

Apparently fault 67ARK241014 is open for DSLAM Congestion. I'll phone in later to check.

EDIT: Yup, the exchange is congested. Not the MSAN's. Apologies.

I've just moved into the area (Constantia Kloof) and was looking forward to some decent ADSL speeds, alas I've been disappointed. Seems the exchange congestion you mentioned is back. I do quite a lot of gaming and my latency is horrible. During the evening time I get 300ms+. :(
I've tried two ISP's and no difference whatsoever. Do you know if Telkom are considering an upgrade to this exchange anytime? I'm considering jumping ship to LTE - Cant quite afford Fibre :(..
 
There is serious issues on FLORIN Exchange which is down the road from Panorama one. Voice line and ADSL continuously dropping since Thursday and Telkom not addressing this issue at the moment. Web Africa been also useless and getting answers from Telkom.
 
Not to sound defeatest, but is it even worth logging poor latency during peak hours with Telkom? Wont they know this somehow? I've read that the only way to fix this is infrastructure upgrades, and that only comes around when it comes around, and not sooner..
 
ADSL coming out of these areas is pathetic. Mine drops from 7MB speeds to 1MB speeds at around 18h00 every day.

Best bet is to sign up for FTTH and drop Telkom completely as they have lost the plot.

Update - I asked my ISP whether they could do anything from their side, and predictably they have no say over Telkom infrastructure. They did however recommend I switch to the 10 Mbps line to improve the latency, something to do with the ports being less congested on that service due to the relatively few users on the 10 Mb service versus the 4 Mbps service. So its an additional R200 a month, but I'm pleased to report that it has pretty much worked. Now getting pings of 10 -20 ms to JHB servers.

Moral of the story, you may start with a package in mind that suits your needs (and your pocket), but to get something that actually works, be prepared to fork out that extra.

You may find it varies. Creating a new port fixes issues sometimes, only for the issues to recur.
I switch in and out of accounts just to get data flowing some days.

Best bet is to skip Telkom altogether and go fibre. Register on http://123net.co.za

My pings are back to normal but there is, what can only be described as, rate limiting occasionally. Typically when pings would be though the roof (after 18:00), speeds are throttled down to 2-3Meg max, but pings remain at sub 20ms local.

That said, I did completely cancel my 4Meg ADSL for about 40 days befire singing up for 2Meg. When I saw the 2Meg run all but 100% all the time, I bumped up to 4Meg and that is when I encountered this rate-limiting issue - see thread here: http://mybroadband.co.za/vb/showthread.php/706688-Telkom-ADSL-Rate-Limiting-Panorama-Exchange

I have also notinced the 5pm weekday and 7pm weekend rate limiting - been paying specific attention to the problems and its undeniably happening.

It might be some weird time warp affect - Telkom keeps telling me its distance to exchange. Perhaps at 5pm (7pm weekends) distance expands and I get poor speeds, and then later the distance contracts and everything is fine.
 
Been struggling to get the congestion addressed on the DSLAM (RST1 - FDSE (FLORIN1). Its been fine for many years until 2 months ago.

I moved to Radiokop this week. Telkom tells me the highest speed here is 2 mbit/s. WTF? Is this true?
