Over the past 7-8 weeks I have noticed that the Telkom Exchange congestion at the Panorama Exchange has all but completely disappeared - Pings have been quite frankly excellent overall with almost 0 packet loss.
What I have started to notice is that ADSL throughput speeds sporadically drop around the typical peak times (after-hours and weekends) to around 50% of your line speed, with occasional bursting to 70-90% of your line speed. I have not really noticed this whilst running on 2Meg but since having my bandwidth bumped back to 4Meg it has become quite noticeable. Pings and the like are unaffected when this rate-limiting happens, it is only throughput. Both me and my neighbor have observed the bandwidth limiting behavior; It is not ISP related as the rate-limiting remains over 5 ISP accounts tested.
Could this be something that was implemented to deal with Exchange congestion issues?
