Samsung wants developers to make Tizen apps

Appart from the lack of apps...how does Tizen differ from Android? Is it better? Is ot available for other OEM's to use or is it more like Ios in that respect?

Development in C or Web (javascript, css, html) on top of a linux kernel.

Tizen is not controlled by Google.

In what respect? In terms of freedom and openness, it is probably better. In terms of apps, there is obviously a lack of native apps (as any newcomer has to deal with), but it claims to be able to run Android apps.
Is ot available for other OEM's to use or is it more like Ios in that respect?
It is open for anyone to use.
According to Wikipedia, it is supported by the Linux Foundation and the Tizen board members are Samsung, Intel, Huawei, Fujitsu, NEC, Panasonic, KT Corporation, Sprint Corporation, SK Telecom, Orange, NTT DoCoMo, and Vodafone.
