Interesting...
So if found guilty, will they have to pay the money back someway - will the "friends" be fired and better qualified people be hired?
Corruption happens, and I'm glad they got caught. What frustrates me is that nothing productive, or beneficial to the public is done once these people are caught out.
They get "fined" or jailed... but that doesnt amount to the damage they did to the community. Who gets the fine money? How do we correct the wrongs? How will these people voted to serve us pay back both the damage done via overspending/hiring friends such that we get back the productivity and money lost?
This is why SA fails so badly, the damage is done and nothing is done to fix the damage and then better the situation as these corrupt people were meant to do.
If the system said:
If found corrupt the must pay the legal fees, pay the investigation costs, repay money lost, and contribute freely to the community for the amount of years found corrupt (even if it's street sweeping) - and these were carried out. Then I'd be happy.
End of the day - my taxes pay for trial, for investigation, for the corruption money that was lost AND I don't get the service that I was meant to be paying for. I want ALL that back from the people found guilty.
