MTN budgets R700m for rural telecoms

Good stuff, hope they can meet all their obligations in the rural areas.
Getting schools in rural areas connected with reliable fast Internet will be a huge milestone for South Africa. The education opportunities are limitless.
Why has it taken so long?

Over five years, each cellular operator is obliged to distribute 2.5 million SIM card packages and provide 125 000 cellphones. Over three years, each has to provide Internet access and 1 400 workstations to 140 institutions for people with disabilities. Over eight years, each has to provide Internet access to 5 000 schools.
Anyone have more info on this? What criteria for distribution of sim cards, lists of institutions and schools that are going to benefit, or did they just pick numbers out of a hat?

Because Telkom tends to ignore it's licensing conditions.

Say how's that shools discount internet access rate coming along Telkom? It's only been what two.. three years since you were supposed to implement it.
