Telkom gives its views on ADSL Regulations

If the ADSL regulations were not so vague the below mentioned loophole could have been avoided:

When it comes to traffic shaping and port prioritization an email received by a subscriber suggests that Telkom again indicated that they are already in full compliance with the regulations.

“Telkom is in full compliance with this regulation as SAIX and TelkomInternet offer both prioritized and unprioritised services to their customers, i.e. it is not imposed on customers as they have a choice between the two services,” the email said.
 
What a suprise the regulations are so easy to ignore completely that that is what Telkom is doing. <sarcasm> I can't believe it :O</sarcasm>

So Telkom have been in line with regulations all along, who would have thought.

You are in fact not double charged for the line as the adsl charge is for the connection not the line.

ISP's must stop resets, oh but that is not possible without Telkom setting it up in such a manner. What a bunch on IDIOTS!

Oh and shaping, you have a choice but to have an unshaped connection you will just be paying a **** load.

ICASA please stop trying as clearly you are way too incompetent to do anything right and just wasting money trying to implement new "regulations". You dumb MORONS!!!!!!!!!!!!

so those ICASA regulations were actually almost an april fools joke to telkom *sighs* Never read such BS in my life b4 :(
 
April fool's joke, yes, only a couple of million of taxpayers' money later...
 
Guys, you must understand that we now know Goverment and ICASA are both to incompetent or do not care about what happens to the telecoms market and Telkom plays its cards to well.

Just do what Telkom wants you to do, unless you are able to personally make a difference.

At this point it's pointless to even get upset. They have been doing this for how many years now? Telkom's unique brand of dishonesty mixed in with gross incompetence is never going to change. Get used to it. Try and avoid their services if possible. Otherwise just grit your teeth till there is an alternative.
 
Misplaced anger. Forget telkom and icasa, go to the source. Everyone should be mad at our useless government. But seeing as they can't even sort out issues as pressing as Aids and crime dont hold your breath for telecoms.
 
It's almost as if the regulations were written in such a fashion to actually make telkom compliant :(
 
I've been a forumite for some time, and the simple reason for my few posts is simply because I'd either be swearing all of the time...

As pretty much nothing works, why not start a massive all-together-now effort and simply STOP PAYING TELKOM A CENT. If enough of us will simply stand-fast and go through with this Telkom will feel it - most of our Cellphones support GPRS. Because they own half of Vodacom we can't make them feel it 100%, but I guess it can make a difference if suddenly one month their income is lowered with say R10 million?????

Let me go through this press release with you from an ISP's point of view:

When it comes to uncapped local bandwidth Telkom places the responsibility at the door of ISPs. The ADSL Regulations state that, “Local bandwidth usage shall not be subject to the cap.”

Telkom again laid some of the responsibility at the door of ISPs. “Telkom would like to point out that it does not ‘reset’ its ADSL access services, but rather that it is the ISP portion of an internet access offering which is ‘reset’,” Telkom said.

>> Another lie. The Telkom document sent to its resellers states the following: • - Session times can be set by the ISP.
If an ISP does not send the Session-Timeout attribute, or send an invalid value, Session-Timeout will be set to 86400 seconds (24 hours).

This Attribute sets the maximum number of seconds of service to be provided to the user before termination of the session or prompt. Telkom will allow a value between 3600 (1 hour) and 86400 (24 hours). Values outside this range will be changed to 86400 (24 hours)

I think I understand what has happened with the ADSL regulations. ICASA probably got a tongue lashing from Telkom (behind closed doors of course) about how this will impact on telecoms in SA etc etc and how badly it was written. So ICASA asked them to write the regulations, which Telkom did. Not too long ago it another large company also assisted the responsible regulator/govt dept to write policy (think it was BP and Dept of Minerals & energy). So there is nothing new for Telkom - they simply put what they practice into nice format for a policy/guidelines.
