Ok this is weird. I didnt see anything in her budget speech. But there's a Government Gazette from the DOC website that is titled Proposed Policies and Policy Directions dated 25 May 2007.

First paragraph indicates she wants all exclusivity provisions contained in the SAT 3 agreements or agreements to be nul and void in SA with effect from 1 November 2007.

Ye, that gazette also stated that Local may not be capped. But i don't see telkom doing anything about it....

This is one helluva document. :)

Telkom may not disconnect your Telephone Line for non-payment according to this document, but must allow access to emergency service numbers.
About time. Just a little too late for the 2.5Million people Telkom disconnected already.

This is one major document. All sorts of things included including Policy for the VANS operators.
I think MyADSL can make some sort of announcement about this document with a link to it.

this is indeed looking good...Don't think telkom can really do much now re SAT3 because it's a policy directive and binds pretty strongly. So what's the way forward now? Neotel can access SAT3 as well as other providers...how long will this process take?
 
This is good but we are missing one very important point here. These that are gazetted here are only propositions.

They really look good and I hope that it gets pushed through but looking at the track record of Telkom, they will most definately appose the implimentation of these. If they do not succeed, they will go to court and then delay the implimentation of these regulations even further!!

But I still believe that this is the best news received in some time and hopefully it can be implimented uncontested on the dates proposed!!!

I think it was one of her first utterances with any substance.
EDIT - Its all well and good, and a positive step, but we all know ICASA will balls it up somehow.

my worst fear these days is dying before all these proposed proposals actually come into existence. i wanna experience cheap 24mbps internet with no caps, as well as all the tv channels i could ever wish to watch, also at a cheap cheap rate.

basically, what i'm saying is, i wanna experience the transition of south africa into a first world country. so, HURRY UP ICASA!

Sounds good, but will it be enforceable? I mean, it looks good on paper, but what guarantee do we have that it will be carried out, and not be simply just some words to placate the hoi polloi?
 
had a quick scan and looks bloody marvellous! i am little confused about the process being employed with only some policy directins being announced and all of them seemingly subject to a public comment process

Like the ADSL Draft Regulations. That by the time the final paper was released it had become too ambiguous for proper implementiation.

Telkom can place paid staff to sit on these platforms whereas the public are simply The Public, who may be interested in one proposal but fail to partake in the others or simply not have the time to sit for days on end in one meeting after another. LLU for instance, I expect is going to be a long and tedious project?

Someone will have to champion these workshops/meetings. Likely Industry players who likewise may skew the process biased in their favour again.
Personally I hate these workshops, especially with my experience with Council matters in our Local Community, as most of them imho have predetermined objectives that you would be party to when they are approved with your attendance records as proof. :p

Yeah I knew there was another good time delay lurking around. Well hopefully things can move along with 1 October being the date that something bloody well happens.

Yeah and I'll win big in the Lotto on the weekend. Of course it would have to be overseas Lotto now...

Maybe we should just hang a big sign outside our country:

The Idea of not cutting people off is not a new one, it has been bouncing around for about thirteen years now, I have the feeling that there have been those in Telkom that have been pushing for it, one has to remember that while Telkom has its faults, the people that work there are no different from everyone else

What is not clear is that it does not say that Incoming calls would be allowed (as originally suggested) seeing as the person calling is paying for the call, why should it be blocked... it has often been felt that this has been like this for two reasons, one to force the person / business to pay ASAP because no one will be able to contact them, this can be the death blow for any business on the edge, imagine all there money has gone into stock, overdraft to the limit, and bang no one can phone in orders. The second thing it is embarrassing, sort like shaming people into paying
